Because you describe new small fluid-like blisters/vesicles on the foreskin or glans, you should be examined as soon as possible, ideally today or within 24-48 hours at an STI/sexual-health clinic, dermatologist, or doctor. Genital herpes is one possibility, but it is not the only one. HSV in men can cause vesicles or erosions on the glans or penile shaft, sometimes preceded by local sensitivity or pain. Severe groin and scrotal itch can also come from fungal infection (jock itch), scabies, yeast, or irritant/allergic dermatitis.
