The photo appears most consistent with a small stye (hordeolum) or a blocked eyelid oil gland (chalazion). I cannot diagnose it reliably from a photo, especially around the eye.

They often keep returning because the eyelid oil glands repeatedly clog or become inflamed. Common contributors include:

Blepharitis: chronic irritation/oily debris at the eyelash roots
Blocked meibomian oil glands
Touching/rubbing the eyes, makeup residue, or contact-lens hygiene issues
Skin conditions such as acne rosacea or seborrheic dermatitis
Having had styes/chalazia before. AAO guidance notes that blepharitis particularly increases the chance of recurrence.

What to do now:

Apply a warm, clean compress to the closed eye for 10 to 15 minutes, 3 to 5 times daily.
Afterward, gently massage the lid toward the lash line with clean hands.
Do not squeeze, pop, or pierce it.
Avoid eye makeup and contact lenses until it settles.
For prevention, gently clean the eyelid margins daily with a lid-cleaning product or a clean warm washcloth.

A painful bump at the lash edge is more typical of a stye; a firmer, usually less painful bump farther inside the lid is more typical of a chalazion. See an optometrist or ophthalmologist if it keeps returning, lasts more than a few weeks, occurs in the exact same spot, or does not improve with warm compresses. Recurring lesions sometimes need prescription treatment, drainage, or rarely a small tissue sample to exclude other causes. AAO information

Seek urgent care today if you develop worsening eyelid swelling/redness, fever, pain when moving the eye, vision changes, marked light sensitivity, or redness/swelling spreading around the eye.
