PART 4: PRACTICAL TIPS FOR YOU AS AN FMGE PASS-OUT

  1. Register in both states if you want to work in both Bihar and Jharkhand. You typically need a separate state registration for each state (or transfer via NOC).
  2. Complete CRMI first if you haven't already. Permanent registration (needed for independent practice / most hospital jobs) requires internship completion.
  3. Apply to Bihar (BCMR) first if speed matters - the process is more streamlined and continuous compared to JSMC's batch-notification system.
  4. For Jharkhand jobs specifically - check the JSMC site regularly for FMG notification windows after each FMGE result cycle (June/December).
  5. Documents to have ready in advance:
    • Attested copies of all degrees and mark sheets
    • FMGE scorecard (download from NBEMS portal)
    • Passport with all visa pages
    • Aadhaar, photographs
    • NMC eligibility certificate
    • Internship completion certificate (if done)
  6. For government jobs (Bihar/Jharkhand Health Dept): After council registration, you will need to apply separately through the state BPSC/JPSC or state health department recruitment notifications. Council registration is only the prerequisite license - not the job application itself.
  7. Stay updated: Both council websites post notifications. Also follow AIMSA-FMSW (All India Medical Students' Association - Foreign Medical Students' Wing) for updates on portal openings and delays.

BCMR Registration - Complete Documents List for NEPAL MBBS Graduate

FIRST: CRITICAL FACTS YOU MUST KNOW (Nepal-Specific)

FMGE IS MANDATORY for Nepal MBBS graduates. Nepal is treated as a foreign country under Indian medical law. There is NO exemption from FMGE for Indian students who did MBBS in Nepal. You must pass FMGE (conducted by NBEMS) before applying for registration.
NEET score is mandatory - you must have had a valid NEET-UG qualifying score at the time of admission to a Nepal medical college. NMC India cross-checks your NEET roll number when you apply for FMGE/registration.
Nepal - No Passport / Visa stamps - since India-Nepal has an open border, Indian citizens travel without a passport/visa. This creates a documentation challenge addressed below.
Internship in Nepal - NMC India requires that your 1-year CRMI internship was completed at the SAME Nepal university that awarded your MBBS degree. After clearing FMGE, you may also need to complete an additional CRMI in India (check current NMC notification - rules updated March 2026).

SECTION A: PHOTOGRAPHS & SIGNATURE

  • 1. Recent Passport-size photograph - white background, JPEG format, under 100 KB, non-attested
  • 2. Scanned signature - on white paper, blue or black pen, not in capital letters, JPEG format, under 100 KB

SECTION B: SCHOOL / PRE-MEDICAL DOCUMENTS

  • 3. Class 10th (Matriculation) Board Certificate - original + self-attested copy
  • 4. Class 10th Marksheet
  • 5. Class 12th (Intermediate) Board Certificate - PCB subjects mandatory
  • 6. Class 12th Marksheet - showing Physics, Chemistry, Biology marks
  • 7. NEET-UG Scorecard - the scorecard from the year you were admitted to the Nepal medical college (mandatory - NMC verifies this)

SECTION C: NEPAL MBBS DEGREE DOCUMENTS

  • 8. MBBS Degree Certificate - issued by your Nepal university, original + attested copy
  • 9. MBBS First Professional Marksheet (Year 1)
  • 10. MBBS Second Professional Marksheet (Year 2)
  • 11. MBBS Third Professional Marksheet / Pre-Final (Year 3)
  • 12. MBBS Final Professional Marksheet (Final Year)
  • 13. Attempt Certificate / Consolidated Marksheet - if issued by your Nepal university
  • 14. Migration Certificate - from your Nepal university (stating you have left the university after completing your degree)
  • 15. Medium of Instruction Certificate - from your Nepal university confirming MBBS was taught in English (Nepal colleges teach in English, but this document is often required)

SECTION D: NEPAL MEDICAL COUNCIL DOCUMENTS

  • 16. Nepal Medical Council (NMC-Nepal) Registration Certificate - issued by Nepal Medical Council (nmc.org.np) after completion of internship in Nepal. This proves you are a registered doctor in Nepal. This is a Nepal-specific document no other foreign country has an equivalent for.
  • 17. Internship Completion Certificate - issued by the Nepal hospital/medical college where you completed your CRMI (must be the same institution as your MBBS degree)

SECTION E: FMGE DOCUMENTS (Mandatory for Nepal Graduates)

  • 18. FMGE Pass Certificate / Scorecard - downloaded from NBEMS portal (natboard.edu.in). This is the single most important document - without it, BCMR registration cannot proceed.

SECTION F: NMC INDIA DOCUMENTS

  • 19. NMC Eligibility Certificate (India) - issued by National Medical Commission India. This was issued to you before or at the time of admission to Nepal college (pre-2019 it was called MCI Eligibility Certificate). If you were admitted after 2019, your NEET score replaces this.
  • 20. NMC Equivalency / Recognition Letter - if NMC has issued a recognition or equivalency certificate for your Nepal degree (check your NMC login portal)

SECTION G: IDENTITY & ADDRESS DOCUMENTS

  • 21. Aadhaar Card - mandatory
  • 22. Passport - Indian passport (even though you did not need it to travel to Nepal, you likely used it for the Nepal Medical Council registration or NMC processes - attach all pages)
Special Note for Nepal Graduates: Since Indian citizens do not require a visa or immigration stamps for Nepal, your passport may not have Nepal entry/exit stamps. In this case, carry:
  • 23. Any travel evidence to Nepal - train/bus tickets, bank statements showing Nepal transactions, hostel/college ID card from Nepal, college fee receipts with Nepal address
  • 24. College Identity Card from Nepal - issued by your Nepal medical college
  • 25. Bonafide Certificate from Nepal College - confirming enrollment and study period
  • 26. Domicile Certificate (Bihar) - Awasiya Praman Patra / Residence Certificate confirming you are a resident of Bihar state
  • 27. Date of Birth Proof - 10th marksheet usually suffices; separate birth certificate if required

SECTION H: DECLARATION & APPLICATION FORMS

  • 28. BCMR Application Form - completed online at bcmr.net.in, printed copy to carry for office verification
  • 29. Self Declaration Form - BCMR-specific form (download from BCMR portal), filled manually/handwritten
  • 30. Affidavit - on non-judicial stamp paper of Rs. 10/-, notarized, if more than one month has passed between MBBS final result and your application date (may be required by BCMR)

SECTION I: PAYMENT

  • 31. Fee Payment Receipt - online payment proof from BCMR portal

SECTION J: ADDITIONAL DOCUMENTS FOR PERMANENT REGISTRATION (After Completing CRMI in India)

If BCMR requires you to also do a CRMI in India (check the latest NMC March 2026 notification):
  • 32. CRMI Internship Completion Certificate (India) - from the NMC-approved Indian hospital where you did your Indian internship
  • 33. BCMR Provisional Registration Certificate - issued to you earlier
  • 34. BCMR Verification Slip - received at time of provisional registration office visit

KEY NEPAL-SPECIFIC POINTS TO REMEMBER

  1. FMGE is NOT optional for Nepal graduates. It is fully mandatory, same as Russia, China, Ukraine, Bangladesh.
  2. Nepal Medical Council (NMC-Nepal) registration certificate is a unique document Nepal graduates have that most other foreign-country graduates don't - carry it always.
  3. No visa stamps in passport - compensate with college ID, bonafide certificate, fee receipts from Nepal institution.
  4. NMC India CRMI rules (March 2026 update): All FMGs - including Nepal graduates - must complete 12-month CRMI in India even if they completed internship in Nepal. Verify this on the NMC India website before applying.
  5. Self-attest every document - sign each page with "Self Attested - [Your Name] - [Date]".
  6. Carry originals to BCMR Patna office (Road No. 11/D, Rajendra Nagar, Patna - 800016) for physical verification on the allotted date, 9 AM to 1 PM.

NMC 2023 regulations doctor register state medical council other state domicile required practice Bihar

I now have a very clear legal picture. Here is the complete, honest answer:

Can a Delhi Resident Register with Bihar Medical Council (BCMR)?

THE DIRECT ANSWER: YES - BUT WITH IMPORTANT CONDITIONS

Yes, a Delhi resident CAN register with BCMR. However, the correct approach depends entirely on your situation. There are two different scenarios, and the documents required are different for each.

THE LEGAL POSITION (Post-NMC Act 2019)

Under the old MCI Act 1956, a doctor registered with any single state council could legally practice anywhere in India. That rule no longer exists under the NMC Act 2019.
Under the current law (NMC Registration Regulations 2023, confirmed by Delhi High Court judgment):
"Every doctor must be registered with the State Medical Council of the state where the doctor is practicing or intends to practice."
  • A doctor CAN be registered with more than one state medical council simultaneously
  • You do NOT have to cancel your Delhi registration to register with BCMR
  • If you want to work / practice in Bihar, you MUST have BCMR registration
  • Your Delhi Medical Council (DMC) registration remains valid and active

TWO SCENARIOS - WHICH ONE IS YOU?

SCENARIO 1: YOU ARE ALREADY REGISTERED WITH DELHI MEDICAL COUNCIL (DMC)

You want to ALSO register with BCMR (dual registration)
This is the most common case. You transfer/add BCMR registration while keeping your DMC registration.

Documents Required:

From Delhi Medical Council:
  • 1. NOC (No Objection Certificate) from Delhi Medical Council - stating no disciplinary action is pending against you
  • 2. Good Standing Certificate from Delhi Medical Council - issued by DMC confirming you are in good standing
  • 3. Original Delhi Medical Council Registration Certificate - your DMC registration number and certificate copy
Academic Documents:
  • 4. MBBS Degree Certificate - original + self-attested copy
  • 5. Matriculation (10th) Certificate + Marksheet
  • 6. Intermediate (12th) Certificate + Marksheet
  • 7. MBBS Marksheets - all professional years (1st, 2nd, 3rd, Final)
  • 8. Internship Completion Certificate
Identity Documents:
  • 9. Aadhaar Card - mandatory
  • 10. Passport-size photographs - recent, white background
  • 11. Date of Birth Proof - 10th certificate / birth certificate
  • 12. Delhi address proof - Aadhaar / voter ID / utility bill
Application:
  • 13. BCMR Transfer/Re-Registration Application Form - available on bcmr.net.in under "NOC Registration" or "Re-Registration (Permanent Transfer Registration)"
  • 14. Self Declaration Form - BCMR form, handwritten
  • 15. Fee Payment Receipt - BCMR transfer registration fee
Note: BCMR's Bihar official site biharmedicalcouncil.com states: "Any person... in service in connection with, or wishes to practice in, modern scientific medicine in Bihar, apply for registration." - No Bihar domicile requirement is stated for transfer/additional registrations.

SCENARIO 2: YOU ARE A FRESH GRADUATE FROM A DELHI/NON-BIHAR MEDICAL COLLEGE

You have NOT yet registered with any state council, and want to register with BCMR directly
This is possible but BCMR's fresh registration process is primarily linked to Bihar medical college graduates. A fresh graduate from a Delhi college (like MAMC, LHMC, RML, AIIMS, etc.) will most naturally register with Delhi Medical Council first - but you can apply to BCMR directly if you intend to work in Bihar.

Documents Required:

Academic Documents:
  • 1. MBBS Degree Certificate - from your Delhi/non-Bihar medical college
  • 2. Matriculation (10th) Certificate + Marksheet
  • 3. Intermediate (12th) Certificate + Marksheet
  • 4. MBBS 1st Professional Marksheet
  • 5. MBBS 2nd Professional Marksheet
  • 6. MBBS 3rd Professional Marksheet
  • 7. MBBS Final Professional Marksheet
  • 8. Internship Completion Certificate - from the Delhi/outside-Bihar hospital
  • 9. Migration Certificate - from your medical college (if not Bihar-based university)
Identity Documents:
  • 10. Aadhaar Card - mandatory
  • 11. Passport-size photographs
  • 12. Date of Birth Proof
Application:
  • 13. BCMR Fresh Registration Application Form - from bcmr.net.in
  • 14. Self Declaration Form - BCMR form, handwritten
  • 15. Fee Payment Receipt
For FMGE pass-outs (Nepal/foreign graduate) from Delhi: Follow Scenario 1 if already registered with DMC, or the full FMG document list from our earlier discussion if fresh.

IMPORTANT PRACTICAL NOTES

PointDetail
DomicileBCMR does NOT legally mandate Bihar domicile for transfer registration. Bihar domicile is mainly needed for CRMI internship seat allocation in Bihar govt colleges, not for the registration certificate itself.
Dual Registration is LegalYou can hold both DMC + BCMR registrations simultaneously under NMC 2023 rules.
NOC Process from DMCApply for NOC at Delhi Medical Council office (Vinoba Puri, Lajpat Nagar II, New Delhi). DMC processes NOC in approx. 2-4 weeks. Fee applies.
You do NOT lose DMC registrationTransfer to BCMR in the traditional sense means cancelling old registration. But under NMC 2023 rules, you can keep both - just apply for additional registration with BCMR while keeping DMC active.
Physical visitYou must visit BCMR Patna office (Road No. 11/D, Rajendra Nagar, Patna - 800016) on the allotted verification date, 9 AM - 1 PM.
Online firstAll applications start online at bcmr.net.in. Walk-in not accepted.
Contact BCMRPhone: 0612-2670913

STEP-BY-STEP ACTION PLAN FOR A DELHI RESIDENT

  1. First - Get NOC + Good Standing Certificate from Delhi Medical Council (if already registered there)
  2. Visit bcmr.net.in and create an account
  3. Select "Re-Registration (Permanent Transfer Registration)" or "Fresh Registration" as applicable
  4. Upload all documents in PDF format (max 2 MB each), photo/signature in JPEG (under 100 KB)
  5. Pay registration fee online
  6. Receive date for physical verification at BCMR Patna office
  7. Visit Patna office with all originals on the allotted date
  8. Receive BCMR registration certificate - you are now legally licensed to practice in Bihar

I now have all the information needed to give you a precise, complete answer for this exact combination. Here it is:

Delhi Resident + Nepal MBBS + FMGE Pass → BCMR (Bihar) Registration

DIRECT ANSWER: YES, YOU CAN REGISTER WITH BCMR

A Delhi resident who passed FMGE after completing MBBS from Nepal CAN register with Bihar Medical Council (BCMR). Here is the complete legal basis and full document list.

LEGAL BASIS - WHY THIS IS ALLOWED

RuleWhat It Means For You
Wikipedia / FMGE Rules"Candidates who qualify the Screening Test (FMGE) may apply to the NMC or to any Indian State Medical Council for provisional or permanent registration." - No restriction on which state.
NMC 2023 RegulationsA doctor can register with more than one State Medical Council. You can register with BCMR even if you already have Delhi Medical Council registration.
NMC on FMG DomicileNMC has instructed State Medical Councils NOT to deny FMGs based on their domicile. You do NOT need Bihar domicile to register with BCMR as an FMG.
BCMR's own statement"All medical graduates who wish to practice medicine in Bihar must register with BCMR... Foreign medical graduates who have passed the required screening test... must also register." - Open to all FMGs.

KEY POINTS TO REMEMBER

Bihar Domicile NOT required for FMGE/FMG registration with BCMR. NMC has explicitly instructed state councils not to deny FMGs based on domicile.
FMGE pass = gateway to any State Medical Council in India. You are free to choose BCMR.
Nepal open border - no visa stamps in passport is normal and expected. Compensate with college ID, bonafide certificate, and Nepal Medical Council certificate.
CRMI in India - check NMC's March 2026 circular. Some FMGs may need to complete an additional 1-year CRMI in India even after completing Nepal internship. If required, you need to complete this CRMI at an NMC-approved Bihar hospital and get internship completion from there before permanent BCMR registration.

🩺 COMPLETE BEGINNER'S GUIDE

Nepal MBBS + FMGE Pass → BCMR Permanent Registration

(Everything explained from scratch - no prior knowledge assumed)

FIRST - UNDERSTAND THE BIG PICTURE

Before jumping into steps, understand the full journey. As a Nepal MBBS graduate who has passed FMGE, here is exactly where you stand and what the entire path looks like:
MBBS from Nepal ✅
     ↓
Pass FMGE ✅ (you have done this)
     ↓
PHASE 1: Get PROVISIONAL REGISTRATION from BCMR
     ↓
PHASE 2: Complete 12-month CRMI Internship in Bihar (NMC-approved hospital)
     ↓
PHASE 3: Get PERMANENT REGISTRATION from BCMR ← YOUR FINAL GOAL
     ↓
You are now a licensed doctor who can legally practice in Bihar
You cannot skip to Permanent Registration directly. You MUST do Provisional Registration first, then complete internship in India, then apply for Permanent Registration. This guide covers ALL THREE PHASES.

PHASE 0 - BEFORE YOU START ANYTHING

Collect and Prepare All Your Documents

Do this BEFORE opening any website. Gather everything first.

📁 DOCUMENTS TO COLLECT

From your Nepal University - get these BEFORE leaving Nepal or request them:
  • MBBS Degree Certificate (original)
  • Marksheets of all years - 1st, 2nd, 3rd, Final Professional
  • Migration Certificate (university confirms you've left)
  • Medium of Instruction Certificate (states your MBBS was in English)
  • Internship Completion Certificate (from Nepal hospital where you did 1-year internship in Nepal)
  • Bonafide/Attendance Certificate (proving you physically studied there)
From Nepal Medical Council (nmc.org.np):
  • Nepal Medical Council Registration Certificate (you get this after completing Nepal internship)
From NBEMS (natboard.edu.in) - your FMGE portal:
  • FMGE Pass Scorecard (download from your NBEMS login account)
From NMC India (nmc.org.in):
  • NMC India Eligibility Certificate (issued when you were admitted to Nepal college, or your NEET scorecard if admitted post-2019)
Your personal documents:
  • Aadhaar Card
  • Passport (all pages, even if blank)
  • NEET-UG Scorecard (from the year you joined Nepal MBBS)
  • Class 10th Certificate + Marksheet
  • Class 12th Certificate + Marksheet (PCB)
  • Recent passport-size photographs (take 10-12 copies, keep extras)

📱 SCAN EVERYTHING NOW

Before starting online applications, scan all documents. Keep them in a folder on your phone/laptop:
  • Photos and Signature → JPEG format, under 100 KB each
  • All other documents → PDF format, each file under 2 MB
How to scan on your phone: Use "Adobe Scan" app (free) or "CamScanner" - place document on white surface, photograph it, save as PDF.

PHASE 1 - PROVISIONAL REGISTRATION AT BCMR

(Do This First - Before Internship in India)

What is Provisional Registration? It is a temporary license that BCMR gives you so that you can legally start your 12-month internship (CRMI) in Bihar. Without it, no hospital can take you as an intern.

STEP 1 - Open the BCMR Website

🌐 Go to: bcmr.net.in
Open this on a laptop or computer (not phone - forms work better on computer).

STEP 2 - Create Your Account (Sign Up)

  1. Look for the "Sign Up" or "Register" button on the top right corner of the homepage
  2. Click on it
  3. A form will open - you will see a question asking "Are you already registered?"
  4. Select "NO" (because you are new)
  5. Fill in:
    • Your full name (exactly as on Aadhaar)
    • Mobile number (use your own active number - OTP will come here)
    • Email ID (use your own - login credentials will come here)
    • Create a password
    • Fill in the CAPTCHA (the jumbled letters/numbers shown)
  6. Click "Sign Up"
  7. You will receive an OTP on your mobile - enter it to verify
  8. Write down your login ID and password somewhere safe - you will need this many times

    • Do NOT sign in capital letters - it will be rejected

  3. Take multiple copies (keep 4-5 printouts)
  4. Keep them safe - you will need them at the BCMR office

STEP 12 - Visit BCMR Patna Office for Physical Verification

Online application alone does NOT complete registration. You must visit the BCMR office in person.
BCMR Office Address:
Road No. 11/D, Rajendra Nagar, Patna, Bihar - 800 016
Office Hours: 9:30 AM - 6:00 PM (Mon-Fri) Verification Timing: 9:00 AM - 1:00 PM (strictly - do not arrive late)
How you get the date: After submitting your online application, BCMR will communicate the allotment date for your physical verification. This may be communicated via:
  • Email to your registered email ID
  • SMS to your mobile number
  • Check your Application Status section on the portal
What to carry to the Patna office:
  • ALL original documents (degree, marksheets, FMGE certificate, Aadhaar, passport, Nepal Medical Council cert, etc.)
  • Self-attested photocopies of all documents (keep 2 sets)
  • Printed application form (multiple copies)
  • Payment receipt (printed)
What happens there: BCMR officials will physically check your original documents, compare them with your uploaded copies, and verify everything. If all is correct, they will proceed with your registration.

STEP 13 - Receive Provisional Registration Certificate

After successful verification, BCMR will issue your Provisional Registration Certificate.
KEEP THIS CERTIFICATE VERY SAFELY. MAKE MULTIPLE PHOTOCOPIES. KEEP A SOFT COPY. You will need it for:
  • Starting your CRMI internship in Bihar
  • Your permanent registration application later

PHASE 2 - COMPLETE CRMI INTERNSHIP IN BIHAR

What is CRMI? Compulsory Rotating Medical Internship. It is a 12-month training program in an NMC-approved hospital in India where you rotate through different departments (Medicine, Surgery, Obstetrics, Paediatrics, etc.).
Why do you need this even if you did internship in Nepal? As per NMC India's updated rules (March 2026), all Foreign Medical Graduates including Nepal graduates must complete CRMI in India. Your Nepal internship alone is not sufficient for Indian registration.

STEP 14 - Apply for CRMI Seat in Bihar

After getting Provisional Registration from BCMR:
  1. Apply to the Bihar Directorate of Medical Education (DME)
  2. Apply for a CRMI internship seat at an NMC-approved government medical college hospital in Bihar
  3. BCMR and Bihar DME conduct periodic counselling/allotment for FMG internship seats
  4. Bihar has available CRMI seats at hospitals attached to government medical colleges (PMCH Patna, IGIMS, NMCH, etc.)
  5. Wait for your allotment letter
Check for internship notifications at:
Note: There is currently some delay in internship allotments across states (as of June 2026). Stay in touch with BCMR and keep checking for updates.

STEP 15 - Complete Your 12-Month CRMI

Once allotted a seat:
  • Report to the hospital on the joining date
  • Complete all rotational postings as scheduled
  • Maintain your attendance record
  • Keep all departmental completion certificates
  • After 12 months, get your CRMI Internship Completion Certificate from the hospital/medical college
You will receive a stipend (salary) during this internship - NMC rules say no fees can be charged from FMG interns and stipend must be same as Indian interns.

PHASE 3 - PERMANENT REGISTRATION AT BCMR

(Your Final Goal - After Completing Internship)

Now that you have:
  • ✅ FMGE Pass Certificate
  • ✅ BCMR Provisional Registration
  • ✅ CRMI Internship Completion Certificate (India)
You are ready for Permanent Registration.

STEP 16 - Log Back into BCMR Portal

Go to bcmr.net.in and log in with the same account you created earlier.

STEP 17 - Apply for Permanent Registration

  1. Go to "Apply Online" in the left menu
  2. Select "Fresh Permanent Registration - Foreign Graduate"
  3. Click "Apply Now"

STEP 18 - Fill Permanent Registration Form

Fill your details - most information will already be saved from your Provisional Registration. You will now additionally need to enter:
  • Your BCMR Provisional Registration Number and date
  • CRMI details - hospital name, joining date, completion date
  • Internship Completion Certificate details

STEP 19 - Upload Documents for Permanent Registration

Upload everything again plus the new documents:
All previous documents PLUS:
  • BCMR Provisional Registration Certificate
  • CRMI Internship Completion Certificate (India) - from Bihar hospital
  • BCMR Provisional Verification Slip (the slip you received when you visited Patna office during Step 12)
  • Updated photograph and signature if needed

STEP 20 - Pay Permanent Registration Fee

Pay the fee online (same process as before - UPI / Net Banking / Card). Download and save payment receipt immediately.

STEP 21 - Upload Payment Receipt

Same as Step 10 - log back in, go to Application Status, upload receipt.

STEP 22 - Visit BCMR Patna Office Again

BCMR will give you a date for physical verification for Permanent Registration. Visit the Patna office on that date between 9 AM - 1 PM with:
  • All original documents
  • Self-attested copies
  • Printed permanent registration application
  • Payment receipt
  • Your BCMR Provisional Registration Certificate (original)
  • CRMI Internship Completion Certificate (original)

STEP 23 - Receive Permanent Registration Certificate 🎉

After verification, BCMR will issue your Permanent Registration Certificate with a unique BCMR Registration Number.
This is your license to legally practice medicine in Bihar as a doctor.
