It looks most like a healed linear scar from a prior cut or scratch on the forearm, with some mild darker pigmentation. I do not see obvious open skin, pus, or marked swelling in this photo.
A photo cannot confirm it. Have it checked if it is new or changing, becoming raised, painful, itchy, warm, spreading, bleeding, or if you do not remember any injury there. The AAD advises review of changing or bleeding skin spots.

It is not typical of an active insect bite. Insect bites usually look like a new itchy red raised bump, often with a small central puncture point.
This looks more like a healed scratch/cut or old mark with mild skin-color change. A previous bite could occasionally leave a mark after healing, but the photo alone cannot prove that.
Seek care if it is becoming red, warm, swollen, painful, draining fluid, or rapidly changing.
