BMR (Basal Metabolic Rate) and RMR (Resting Metabolic Rate) are closely related but measured under different conditions. BMR requires strict fasting (12-14 hours), complete physical rest, and a thermoneutral environment, measured shortly after waking. RMR has more relaxed conditions - typically just 3-6 hours of fasting and 15-30 minutes of rest before measurement. As a result, RMR tends to run about 10-20% higher than BMR. In practice, RMR is used far more often clinically because the strict BMR conditions are hard to achieve outside a lab.
