Manipur State Malaria Centre

The Manipur State Malaria Centre is the nodal state-level office responsible for planning, monitoring, and coordinating malaria and other vector-borne disease control activities in Manipur. It functions under the National Vector Borne Disease Control Programme (NVBDCP), which is the central government's umbrella programme under the Union Ministry of Health & Family Welfare.

Structure and Key Officials

  • The Centre is headed by the State Malaria Officer (SMO). The current (as of 2025) State Malaria Officer is S. Priyokumar Singh (Dr. Salam Priyokumar), based in Imphal.
  • District-level work is carried out by District Malaria Officers (DMOs) and Malaria Technical Supervisors in each of Manipur's 16 administrative districts.
  • It works alongside ASHA workers, anganwadi workers, and District Health Societies at the grassroots level.

Mandate and Activities

The Centre follows NVBDCP guidelines and carries out:
  • Surveillance and case detection - active and passive case detection of malaria, dengue, Japanese Encephalitis, and other vector-borne diseases
  • Diagnosis - blood smear examination and Rapid Diagnostic Testing (RDT) for malaria
  • Treatment - radical treatment for confirmed cases within 48 hours as per NVBDCP drug schedule
  • Vector control - Indoor Residual Spraying (IRS), distribution of Insecticide Treated Bed Nets (ITNs/LLINs), anti-larval operations, fogging, and fumigation
  • Outbreak response - fumigation of affected households during dengue/malaria clusters
  • Awareness - observing World Malaria Day, community mobilisation, health education
  • Reporting - generating district- and state-level reports submitted to NVBDCP/National Centre for Vector Borne Diseases Control (NCVBDC)

Disease Situation in Manipur

Malaria:
  • Manipur has historically had one of the lowest malaria incidence rates among Northeast Indian states, with an average of just ~0.01% cases per population.
  • Both Plasmodium falciparum (Pf) and Plasmodium vivax (Pv) contribute roughly equally to malaria infections in the state.
  • Cases have shown a steady declining trend since 2009. In 2018, only 12 cases were recorded (Pf-3, Pv-9).
  • The state targets malaria elimination by 2027, ahead of India's national goal of 2030.
  • Primary vector: Anopheles mosquitoes, including An. culicifacies, with sporadic entomological inoculation rates.
Dengue (2025 update):
  • Dengue has become the bigger vector-borne disease burden in recent years.
  • In 2024, Manipur reported 2,463 dengue cases with 5 deaths.
  • By late 2025, 5,519 dengue cases were recorded - the highest ever reported in the state.
  • The most affected district was Imphal West (3,706 cases), followed by Imphal East, Bishnupur, and Thoubal in the Imphal Valley region.
  • The Centre has been coordinating district-level response including fumigation, awareness drives, and intensified surveillance.

Malaria in Northeast India Context

Manipur borders Myanmar, which is relevant to its malaria epidemiology - imported and border cases from the Myanmar side remain a concern. As of 2018, the seven Northeast states together accounted for 15.2% of India's total malaria cases, with Manipur contributing only a small fraction. The hilly, forested terrain and tribal populations in interior districts carry higher risk.
