Insulinoma is the most common - it's the most common functional pancreatic neuroendocrine tumor overall, with an incidence of about 1-4 cases per million per year, and it also accounts for the largest share of functioning islet cell tumors (roughly 70-80% in surgical series).
Gastrinoma comes second, with an annual incidence of about 1-3 cases per million people - it's the most common cause of Zollinger-Ellison syndrome but occurs less often than insulinoma overall. One notable exception: in MEN1 patients, gastrinoma is actually more common than insulinoma (nonfunctional pNETs > gastrinoma > insulinoma > others).
Summary:
  • Sporadic setting: Insulinoma > Gastrinoma (insulinoma is #1, gastrinoma is #2 among functioning PNETs)
  • MEN1 setting: Gastrinoma is more common than insulinoma

Here's the exact text from Robbins & Kumar Basic Pathology, under the "Pancreatic Neuroendocrine Tumors (PanNETs)" section (p. 765):
Pancreatic Neuroendocrine Tumors (PanNETs)
Insulinoma is the most common type of PanNET. It is usually benign but elaborates sufficient insulin to induce attacks of hypoglycemia.
Gastrinoma may arise in the pancreas, the peripancreatic region, or the wall of the duodenum. It produces gastrin, which increases secretion of gastric acid and promotes peptic ulcers.
